Pre 1998 - Are allowed to defer if they earn below the threshold and have to apply to SLC also renew each year. Post 1998 - Do not have the option to defer and the deductions will be taken automatically by PAYE when earning abover £15,000. Also if going overseas SLC can be informed up to 3 months prior to the leaving date. You appear to have confused the two different systems.
